Yes you have install fresh WordPress and try to install demo date, if you have still problem import demo data in that case you have check you server execution time and max file upload size below is step to check (server execution time & max file upload size).

1. Goto Backend Admin Panel >> WooCommerce >> System Status See the read area in screenshot.

2. If there is only (30 second) then, Please contact you hosting services provider and request to increase execution Time at list 90 Second , after then your have try to import demo data is working fine.

Note :- In case your server execution is time in less or equal to 30 second only, Please contact you hosting services provider and request to increase execution Time at list 90 Second , after then your have try to import demo data is working fine.
